What Is CHAMP?
CHAMP stands for the Centralized Household Goods Traffic Management Program. It’s a program run by the General Services Administration (GSA) that helps federal agencies hire moving companies for employees who are relocating. CHAMP acts as a system for finding vetted, competitively priced movers, so agencies don’t have to start from scratch every time someone transfers.
The program includes built-in quality control. Every CHAMP mover is pre-approved by GSA. Customer satisfaction scores are tracked to help agencies identify which movers are performing well.
Who Uses CHAMP?
CHAMP is for federal civilian employees moving to a new work location. That includes people working at agencies such as the Department of Defense, the Department of Energy, the Department of Veterans Affairs, and many others.
How Does It Work?
The whole process runs through an online system called TMSS 2.0 (Transportation Management Services Solution). Your agency uses TMSS to compare rates from approved movers, select one, and manage the shipment from pickup to delivery. The system tracks everything along the way, from the bill of lading to final invoicing.
Services covered under CHAMP include packing and loading, transportation, delivery, temporary storage, and extended storage.
What Are You Entitled To?
Federal employees can generally ship up to 18,000 pounds of household goods. You may also be entitled to temporary storage, a separate shipment of essentials, and transportation of your personal vehicle. The rules are laid out in the Federal Travel Regulation (FTR) for most civilian employees.
You can usually request a preferred moving company, but the final selection depends on your agency and which movers are available in the system.
